The BUiLD Consortium Welcomes Dr David Rubens to the Advisory Board

The Consortium is delighted to welcome Dr David Rubens to the Advisory Board.

David is the Executive Director of the Institute of Strategic Risk Management. He established his first consultancy in London in 1992, is a Chartered Security Professional (CSyP) and has served two terms as a Main Board Director of the UK Security Institute. He holds a Doctorate in Security & Risk Management from the University of Portsmouth, where his thesis explored non-hierarchical models of strategic management at the extremes of organisational complexity, including issues of capability development, decision-making and multi-agency interoperability in hyper-complex situations such as natural disasters, corporate failures and government-level crisis management scenarios.

David was a member of the UK Black Sky / Black Start programme looking at the development of a multi-disciplinary framework for the theoretical modelling and the creation of practical responses within a UK context for a Black Sky / Black Start extended critical national infrastructure failure, and is currently a member of the National Preparedness Commission under Lord Toby Harris. David established the Institute of Strategic Risk Management (ISRM) in October 2018. Since then it has become recognised as a major institute in the sector, with International Chapters in 19 countries across SE Asia, Middle East, US, Australasia and Eastern Europe, and a vibrant network of academic, research and think-tank institutions.
